Abstract

The article aims to investigate the role of Spanish municipalities, as regulators, to promote photovoltaic self-consumption in the domestic sector. Specifically, both individual and collective self-consumption are analysed. The collective self-consumption, however, is currently facing legal and technical obstacles that obstruct its deployment.
